PPOL 4215 - Tactics in the Federal Regulatory Arena This course provides an introduction to the structure and process of federal rule making, approaching it as a conflict between pro-regulatory and anti-regulatory forces and coalitions. To illustrate tactics that private entities have used to change the outcome of federal rule makings, it includes several detailed examinations of recent major rule makings, focusing on rules of the FDA and the EPA.
